Quality Talent Ltd (RQT), a leading Workforce Solutions Provider and part of CPHCL, is looking for an experienced and highly organised Payroll Manager to lead its Payroll Department and oversee the accurate, timely, and fully compliant processing of payroll across multiple companies.

Reporting directly to the Financial Controller, the successful candidate will lead the payroll team, ensure compliance with Maltese employment and taxation legislation, maintain strong internal controls, and drive continuous improvements across payroll operations.

Key Responsibilities

Manage the full payroll cycle for multiple companies and a diverse workforce.
Ensure accurate calculation and processing of salaries, including overtime, bonuses, commissions, deductions, and other payroll adjustments.
Review and approve payroll before final submission.
Manage off-cycle payroll runs, corrections, adjustments, and amendments.
Ensure full compliance with Maltese employment legislation, taxation requirements, and statutory obligations.
Monitor changes in payroll legislation and ensure the necessary updates are implemented.
Lead, supervise, train, and motivate the payroll team.
Allocate responsibilities and monitor team performance and KPIs.
Develop, maintain, and implement effective Standard Operating Procedures (SOPs).
Administer and maintain the Shireburn Indigo Payroll system.
Oversee payroll-related KPI reporting, including sick leave, leave balances / hours, and other relevant metrics.
Ensure accurate and efficient data flow between HR, Finance, Payroll, and related systems.
Prepare payroll reports for Finance, senior management, and internal and external audits.
Provide payroll data and analysis to support budgeting and forecasting.
Respond professionally and efficiently to employee payroll queries.
Maintain the highest level of confidentiality and data protection when handling payroll information.
Work closely with HR on employee lifecycle processes, including new starters, contractual changes, salary amendments, and terminations.
Maintain robust internal controls across payroll processes.
Coordinate and support internal and external payroll audits.
Reconcile payroll accounts in collaboration with the Finance department.
Ensure ongoing compliance with changes to Maltese payroll legislation and statutory requirements.
Identify and implement opportunities to improve payroll efficiency, accuracy, automation, and overall service delivery.

Requirements

Minimum 5 years of payroll experience, including at least 3 years in a supervisory or management position.
Proven experience managing high-volume payrolls within a medium or large organisation.
Strong knowledge of Maltese payroll legislation, taxation, and statutory reporting requirements.
Experience with Shireburn Payroll and Indigo time and attendance will be considered an advantage.
Advanced Microsoft Excel skills.
Excellent analytical, numerical, and problem-solving abilities.
Strong organisational skills with exceptional attention to detail.
Ability to work effectively under pressure and meet strict payroll deadlines.
Excellent communication and people-management skills.
High level of integrity, discretion, and professionalism.

Qualifications

Minimum MQF Level 5 qualification in Malta Employment Law and Payroll Administration.
A Bachelor's degree or higher in Human Resources, Finance, Accounting, Business Administration, or a related field will be considered an advantage.
