We are seeking a Human Resources Executive to oversee the operational and regulatory compliance of a licensed employment agency in Malta.

The successful candidate will be responsible for ensuring that the agency operates in full compliance with Maltese employment legislation, including the Employment Agencies Regulations (LN 270 of 2023), while supporting recruitment operations, contract management, and workforce administration. This role requires strong knowledge of human resources management, recruitment processes, and legal compliance within the Maltese labour market.

Key Responsibilities

Coordinate the full employee lifecycle, including recruitment, onboarding, employee development, engagement, and offboarding.
Manage recruitment activities, including preparing job descriptions, advertising vacancies, screening applications, shortlisting candidates, coordinating interviews, and supporting the selection process.
Work closely with management and recruiters to understand staffing requirements and support effective workforce planning.
Build and maintain candidate and talent pipelines to address current and future recruitment needs.
Coordinate employee onboarding and induction programmes, ensuring a professional and positive experience for new employees.
Support managers with day-to-day HR matters, employee relations, performance management, disciplinary procedures, grievances, and conflict resolution.
Identify training and development needs and coordinate internal and external training programmes.
Assist with employee engagement, retention, performance, and development initiatives aimed at maintaining a positive and productive workplace culture.
Maintain accurate and confidential employee, recruitment, training, attendance, and HR records and ensure HR systems are kept up to date.
Assist in developing, reviewing, and implementing HR policies, procedures, employee handbooks, and HR best practices.
Ensure HR activities and employment practices are carried out in accordance with Maltese employment legislation, company policies, and applicable regulatory requirements.
Monitor relevant HR metrics and assist in preparing reports and recommendations for management.
Research and assist with applications for training grants, funding opportunities, and employee development schemes where applicable.
Promote equal opportunities, diversity, inclusion, continuous learning, and professional development across the organisation.
Actively participate in HR projects, team meetings, and initiatives to support the agency’s operational and people objectives.

Additional Requirements

Degree in Human Resources, Business or a related field.
Minimum 3 years' experience in an HR, recruitment or similar people-focused role.
Strong understanding of recruitment methodologies, candidate screening, and interview techniques.
Good knowledge of Maltese employment legislation, HR practices, and employment procedures.
Experience in coordinating employee training and development programmes would be considered an asset.
Excellent communication and interpersonal skills, with the ability to build effective working relationships with employees, managers and operational teams.
Strong organisational, planning and problem-solving skills with excellent attention to detail.
Ability to manage multiple priorities, meet deadlines, and work effectively within a fast-paced environment.
Proactive, people-oriented, and results-driven approach, with the ability to work both independently and as part of a team.
High level of professionalism, integrity, discretion, and confidentiality when handling sensitive employee information.
Good administrative and computer skills, with experience using HR system and Microsoft Office applications considered an asset.
Fluency in English is required; proficiency in Maltese would be considered an asset.
