COMPANY OVERVIEW

DLI Contractors Ltd is one of Malta's established MEP (Mechanical, Electrical & Plumbing) contractors, delivering complex, multi-discipline installations across hospitality, commercial, residential, healthcare, industrial and public-sector projects throughout Malta and Gozo. Headquartered in Mosta, we employ over 150 people — licensed electricians, plumbers, team leaders, engineers, project managers and support staff — working together on some of the island's most demanding builds.

Our work increasingly covers the systems that define modern, energy-efficient buildings: high-efficiency HVAC and heat-pump systems, solar PV, EV charging, smart lighting controls, fire detection and building management systems. With a strong forward pipeline, we are investing in people who want to take ownership, grow their careers and help shape DLI's next phase of growth.

ROLE OVERVIEW

We are looking for a detail-driven MEP Claims Executive to make sure DLI is paid fully, accurately and on time for the work we deliver. You will prepare and submit interim payment claims, substantiate variations and dayworks, and follow every claim through to certification and payment.

This role sits at the point where site progress becomes cash flow. You will work closely with project managers, site supervisors and the QS team, and your accuracy and persistence will have a direct, measurable impact on the business.

KEY RESPONSIBILITIES

Payment Claims

▪ Prepare monthly interim payment applications for each project, measuring work completed against the contract BOQ.

▪ Visit sites with project managers and supervisors to verify progress and materials on site before claims are submitted.

▪ Submit claims to clients, main contractors and consultants in the required format and by the contractual deadline.

▪ Track certification and payment of every claim, chasing outstanding amounts and resolving disputed items.

▪ Monitor retentions and prepare retention release applications at practical completion and the end of the defects period.

Variations, Dayworks & Substantiation

▪ Record and price variations, change orders and additional works, and prepare clear, well-supported submissions.

▪ Prepare and submit daywork sheets for labour, plant and materials outside the contract scope.

▪ Gather and organise substantiating evidence: instructions, site diaries, photos, drawings, RFIs and correspondence.

▪ Support the preparation of delay, disruption and extension-of-time claims with the Drafting & QS Manager.

Records & Reporting

▪ Maintain a claims register for all projects showing amounts claimed, certified, paid and outstanding.

▪ Report regularly on cash flow, overdue payments and commercial risks to management.

▪ Support final account preparation and close-out with clients and subcontractors.

▪ Review subcontractor payment applications against work completed on site.

REQUIREMENTS

Essential

▪ Minimum 2 years' experience in payment claims, quantity surveying or commercial administration in construction or MEP.

▪ Strong understanding of BOQs and how measured work is valued and claimed.

▪ Ability to read MEP drawings and relate them to work on site.

▪ Advanced Excel skills for measurement, valuation and tracking.

▪ Excellent attention to detail and accurate record-keeping.

▪ Persistent, organised and confident following up with clients and consultants.

▪ Excellent spoken and written English.

▪ Based in Malta, with a valid driving licence for site visits.

Preferred

▪ Diploma or degree in Quantity Surveying, Construction Management or Building Services.

▪ Experience with variations, dayworks and final accounts on MEP projects.

▪ Familiarity with FIDIC, JCT or local contract payment provisions.

▪ Knowledge of the Maltese construction market and main contractors.

▪ Maltese language skills.

WHAT WE OFFER

▪ Competitive salary, commensurate with your experience.

▪ Full-time, indefinite employment with an established and growing MEP contractor.

▪ Exposure to a varied portfolio of hospitality, commercial, residential, healthcare and public projects.

▪ Support for professional development and a clear path towards Quantity Surveyor and senior commercial roles.
