The Planning Authority invites applications for the post of TEAM MANAGER (EU & MULTILATERAL AFFAIRS)Terms and Conditions

a) indefinite employment subject to a successful probationary period of 12 months; b) annual salary and fixed allowances of €53,390, progressing to €58,367; c) a performance bonus; d) Flexi-time, reduced summer hours, family-friendly initiatives, health insurance, shut-downs and hybrid working.

Duties and responsibilities

The duties and responsibilities of the position are:-

To assist with the managing, coordinating and controlling the activities and operations of EUMA within FPREAFD to achieve the objectives and performance targets set out in the Business Plan from time to time.
Assist in the preparation and monitoring of statutory EU and multilateral affairs documents and other work related to EUMA. Preparing and implementing courses of action, policies, reports and documents on matters related to EUMA and setting up and maintaining the required data bases and carrying out the necessary data collection, analysis, any proposed options and statistical analyses.
Managing, monitoring and maintaining the quality of decision-making procedures within the Team/Unit. Ensuring that the qualitative and quantitative targets of personnel within the Team are achieved.
Advising senior management on technical, policy, procedural and other issues related to those functions of the Directorate.
Regular review and monitoring of existing courses of action, policies, procedures and tasks assigned from time to time, with a view to keeping them up to date with new developments. Advising on remedial action where necessary.
Representing senior management at meetings both locally and abroad, including on Boards and Committees and as otherwise necessary.
Managing and directing the preparation of courses of action, policies, reports, recommendations and presentations as well as any other documentation on matters related to EUMA.
Advising senior management on issues related to EUMA.
Maintaining good public relations with all stakeholders. Carry out consultations, discussions and negotiations with the general public, other public entities, media, government departments and other agencies, statutory bodies and the community organisations on issues related to EUMA.
Carrying out various subsidiary tasks relevant to the effective working in the job within the scope of normal flexibility and as instructed by management.
Eligibility, Qualifications and Experience Required

4.1 By the closing date of this advert, applicants must be: a) citizens of Malta; orb) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; orc) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; ord) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); ore) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”; orf) in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”. The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identita` should be sought as necessary in the interpretation of the above provisions. The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. AND 4.2 By the closing date of this vacancy, applicants must be in possession of: Graduate preferably in land use planning or comparable qualifications as recognized by MQRIC. Applicants who have not yet formally obtained any of the qualifications required will be considered, sub-ject to the submission of evidence that they have been approved for the award of the qualification in question. AND 4.3 At least 5 years relevant postgraduate experience in planning, architecture, EU policy and any other related areas. Management and/or professional level experience in EU and multilateral policy and/or funding (including direct participation in the management of EU projects) would be considered a strong asset. AND 4.4 Outstanding communicator (verbal and written). Fluency in Maltese and English. Computer/word-process literate. Good ability to withstand stress from public contact and complaints.
