Procurement & Operations Manager for a construction contractor delivering public infrastructure projects in Malta. Leads procurement, supplier management and import logistics. Turkish and English fluency mandatory.

We are a construction contractor delivering public infrastructure projects in Malta, is seeking a Procurement & Operations Manager to lead its procurement function and support operations across two active project sites. KEY RESPONSIBILITIES - Manage the full procurement cycle for construction materials, plant, equipment and services: requirement analysis from BOQs and drawings, sourcing, tender evaluation, negotiation and award. - Select and manage suppliers and service providers, negotiate contract terms, and monitor supplier performance and delivery compliance. - Coordinate the supply of materials from Turkish and local suppliers to site, aligning deliveries with construction programmes and site storage capacity. - Manage import and customs processes for materials sourced from outside the EU, including tariff classification, customs documentation and regulatory compliance (CBAM, EORI, trade defence measures). - Control procurement budgets, verify supplier invoices and credit notes, and reconcile procurement costs against project cost plans. - Develop and maintain procurement tracking systems, supplier registers and management reporting tools. - Coordinate the organisation's document control, information flow and work instructions across sites and departments. - Provide operational and administrative management support to site teams, including workforce administration, accommodation logistics and compliance documentation. - Liaise with project managers, site engineers, clients and regulatory authorities. REQUIREMENTS - Degree in Management Engineering, Industrial Engineering, Supply Chain Management or a related discipline (MQF/EQF Level 6 or higher). - Minimum 5 years' experience in procurement within the construction sector, including project-based material sourcing. - Proven experience sourcing structural steel, rebar, formwork, scaffolding and related construction materials from Turkish supplier markets. - Ability to read and interpret technical drawings and bills of quantities (AutoCAD / ArchiCAD). - Working knowledge of EU customs and import compliance procedures. - Turkish: fluent, written and spoken (MANDATORY). The Company's head office, management and principal supplier network operate in Turkish; the role requires daily negotiation and contract work in Turkish. - English: fluent, written and spoken (MANDATORY). Required for correspondence with Maltese authorities, clients and local suppliers. - Advanced MS Excel and experience with procurement/ERP systems.
