Roles & Responsibilities:

Clinical Services

Restoring health by providing hospital services, including:
Urgent medical services, such as resuscitation, stabilisation, assessment and diagnosis, treatment and referral, as necessary.
Assessing the urgency and severity of presenting problems through taking patient medical history, examination and investigation, as necessary.
Recommending and, where appropriate, undertaking treatment options and carrying out/referring for appropriate interventions and procedures, including but not limited to prescribing, minor surgery and other general practice procedures, counselling, psychological interventions, advising and education.
Admitting patients on the ward and ensuring appropriate management and continued follow-up until discharge.
Overseeing the admission of patients by other emergency specialists; ensuring guidelines are adhered to and managing comments or complaints pertaining to these admissions.
Referring for diagnostic, therapeutic and support services, as required; referrals within Saint James Hospital should be encouraged, where feasible.
Supporting the resident medical officer (RMO) covering hospital wards.
Maintaining health by providing timely clinical and culturally appropriate health services through:
Ongoing health and development assessment and advice.
Appropriate health and development assessment and advice.
Appropriate evidence-based screening, risk assessment and early detection of illness, disease and disability.
Interventions to assist patients to reduce or change risky and harmful lifestyle behaviour.
Working with public health providers in the prevention and control of communicable diseases, and reporting to relevant public health authorities.
Ongoing care and support for people with chronic and terminal conditions to reduce deterioration, increase independence and reduce suffering linking, where relevant, with appropriate service providers.
Improving health by:
Developing collaborative working relationships with the GP community health services, as well as other hospitals and clinics.
Advocating health promotion, linking to programmes developed by Public Health.
Providing health education, counselling and information on how to improve health and prevent disease, including interventions or treatments that treat relevant risk factors.

Administrative Duties

Regular catch-up meetings with the Medical Director.
Creating and chairing a committee of emergency specialists and senior doctors; this committee should aim to meet at least once a month with the task of outlining proposals for new services, improvement of current services, new investments in medical technology, new pathways…. These can then be put forward to the MD.
Publishing a rota of emergency specialists and senior doctors, in close liaison with the Principal Medical Officer (PMO). This should ensure on-site cover during the day, from 08:00 to 23:00 and on-call cover at night – for both hospital sites (Capua and Zejtun).
Approving vacation leave, study leave and other types of ‘special leave’ for emergency specialists and senior doctors.
Ensuring that he/she is up-to-date with all hospital policies and guidelines.
Participating actively in committees, as required.
Becoming proficient in the use of the Hospital Information System and keeping updated with the latest changes and ensuring that the system is properly used.
Assisting the PMO in formulating new Hospital protocols and in updating existing ones.

Communication

Ensuring that professional liaison with other health professionals is maintained.
Updating referrers on changes in their patients’ statuses in a timely manner, as often, delay or hesitation may compromise patient safety.
Ensuring proper and timely handovers.
Maintaining ongoing communication between staff across the local clinical sites.

Quality

All patient consultations/visits must be accurately recorded on the Hospital Information System during or immediately after the actual consultation/visit.
Regular (minimum once a year) performance reviews of all full-time specialists carried out with the Medical Director.
Ongoing CME needs to be maintained; this is supported by special concessions from the HR Department.
ALS and EPLS/APLS provider certification need to be up-to-date.
Initiation of and participation in clinical audit is highly recommended.

Education

Participating in an education programme for emergency specialists, senior doctors and RMOs; including talks, journal club meetings as well as informal discussions.
Organising in-house refresher courses for doctors and nurses.

Compliance

Total confidentiality and privacy of patients should be ensured and maintained, at all times.
Comply with established health and safety policies with regards to handling of instruments, storage of drugs and disposal of sharps and other potentially dangerous equipment or substances.

Required attributes, skills and experience

MRCEM (required), MRCP (desirable).
Full registration or eligibility to apply for registration with the Medical Council of Malta.
Certificate of Completion of Specialist Training (CCST) in Emergency Medicine
Up to date Advanced Life Support provider training (ALS).
Up to date European Paediatric Life Support provider training (EPLS)
Excellent oral and written communication skills.
Fluency in written and spoken English.
Ability to exercise independent judgement in performing duties.
Ability to work under pressure together with a high level of initiative and self-motivation.
Ability to work accurately and diligently.
Organisational skills.
Mentorship skills for the development of the team of specialists and senior doctors.
Demonstrated commitment to continuing education and maintenance of professional competence.
Ability to contribute to, and work as part of, the healthcare team at departmental and organisation levels.
