Malta is undertaking a significant digital transformation programme to modernise and strengthen its Person Register and Address Register, establishing them as authoritative, high quality, and interoperable national data platforms that support government service delivery. To support this initiative, applications are invited for the role of Enterprise Architect with strong expertise in data architecture and a willingness to engage directly in implementation and operational activities.

The successful candidate will provide strategic architectural leadership while working closely with policy owners, register custodians, technical teams, solution architects, and suppliers to ensure that architectural principles are effectively translated into practical solutions. The role combines architectural governance with hands on involvement in delivery, data modelling, integration design, technical problem solving, and operational support where required.

Key responsibilities include designing and evolving data architectures, strengthening data governance frameworks, improving data quality, enabling interoperability, and supporting the management of authoritative reference and master data across government. Particular emphasis is placed on data standards, metadata management, semantic consistency, and the integration of geospatial and address related data to enable location aware services.

Candidates should possess strong enterprise and data architecture expertise, knowledge of modern architectural patterns and cloud technologies, and excellent stakeholder engagement skills. This role offers a unique opportunity to shape and actively contribute to national data assets of strategic importance while combining architectural leadership with practical delivery involvement in a high impact transformation programme.

Eligibility Requirements

Eligible candidates must satisfy one of the following options in terms of qualifications and / or experience in an ICT-related area:

A qualification (MQF level 7) or higher and 5 years’ ICT-related experience, 3 of which must be in an ICT leadership / ICT architecture area; or
A qualification (MQF level 6) and 6 years of experience, 3 of which must be at an ICT leadership / ICT architecture level; or
10 years of experience, 3 of which must be at an ICT leadership / ICT architecture level.
