About The Department

Banking Supervision is responsible for the oversight of licensed banking activities in Malta This oversight includes off-site and on-site examinations of licensed institutions applying a risk-based approach. The ultimate objective is to ensure that these licensed institutions comply with all regulations and licence conditions, whilst having the necessary corporate governance and control structures in place.

Supervision of both Significant Institutions, which is carried out together with the European Central Banks through the Single Supervisory Mechanism, and that of Less Significant Institutions through the SREP procedures, is executed by the banking Supervision team.

Banking Supervision is also responsible for policy advice and development both within the MFSA and to external stakeholders, to consistently and effectively apply local legislation and transpose EU legislation and guidelines issued by the European Banking Authority.

About The Role

The role is part of the Senior Leadership Team of the function responsible for the oversight and running of the Function. Within this role you will also contribute to the Supervision and Authorisation Committee in the function which takes a range of significant decisions in relation to the banking sector. You will also deputise for the Head of Function where required, and support the delivery of MFSA objectives more generally through participation in internal working groups or by working with colleagues on specific projects.

You will lead a team of motivated and highly skilled individuals involved in banking supervision. The role will be busy and require a flexible and professional approach to delivery. It will also require extensive collaboration with other teams as we encourage a very flexible boundary between team responsibilities to ensure we can allocate work amongst our team to meet changing business demands.

As a Deputy Head you will be assigned to carry out work which will include the following duties:

• Leading and mentoring a motivated and professional team;
• Positively contributing to the management of the department;
• Oversight of the work undertaken on the significant institutions
• Oversight of the work undertaken in onsite interactions with CIs in the Maltese market;
• Continuing to drive improvements in the MFSA's technical onsite capabilities;
• Supporting the supervisory area's outreach work through meetings with firms, Art publication, the annual Risk Roundtable and other initiatives through the year;
• Negotiating secondment opportunities and supporting professional team development
• Representing Banking Supervision in internal committees;
• Support the Member of the MFSA in the SSM Supervisory Board;
• Developing appropriate management information to support a focus on outcomes
• Taking time to support your own professional development within the role through learning opportunities and development tools.
• You will also be expected to undertake any other duties that may arise depending on the exigencies of Banking Supervision and the Authority.

About You

The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or widely recognised qualification at a comparable level.You will also possess a minimum of six (6) years working in a senior leadership role within financial services and/or compliance with financial services regulation for a number of years. Candidates with longer working experience relevant to the role will be preferred. If you do not have the necessary academic or professional qualifications, but you have at least ten (10) years of relevant experience, we would still be interested in speaking with you.
