Position of Professional Officer (Legal) at the Energy and Water Agency Permit Number 647/2026 Nomenclatures importing the male gender include also the female gender. 1.0 Introduction The Acting Chief Executive Officer of the Energy and Water Agency invites interested applicants to fill the vacant post of Professional Officer (Legal) Grade V with the Agency. The Professional Officer (Legal) will be working within the office of the Acting Chief Executive Officer. The Professional Officer (Legal) may be required to work under pressure, unsupervised and may be required by the Agency’s management to work at the office during after-hours. 2.0 Duration of assignment and Conditions The position of Professional Officer (Legal) is on an indefinite contract basis and subject to a probationary period of twelve (12) months. 3.0 Duties The duties of the Professional Officer (Legal) may include the independent execution of tasks related to, inter alia:

The provision of general in-house legal advisory services across the Agency’s operations including legal support relating to the Agency’s corporate affairs and governance;
The legal advisory requirements of the Agency’s Corporate Unit including matters related to HR and public procurement;
The development and interpretation of rules and guidelines related to the Schemes managed by the Agency;
The review of project proposals, grant agreements and consortium agreements and legal support in the implementation of funded Projects as may be necessary from time to time;
Advising the Agency on State Aid Issues;
Contributing to the Agency’s strategy and decision-making processes;
Supporting the Agency with EU negotiations in relation to Energy and Water Acquis and with the transposition of EU Directives into national law;
Providing legal interpretation of international, EU and local legislation including researching and writing legal opinions;
Assisting management in coordinating, managing and monitoring the implementation of budget and manifesto measures falling within the remit of the Agency. This includes, but is not limited to coordinating with Government Ministries, Entities and other stakeholders including non-Government stakeholders;
Any other task assigned by the Senior Policy Executive () and the Chief Executive Officer.

4.0 Eligibility requirements By the closing time and date of this call for applications, applicants must satisfy the following criteria. Qualifications

Be a fully qualified lawyer in possession of a warrant to practice law in Malta in terms of Article 79 of the Code of Organisation and Civil Procedure (Cap. 12 of the Laws of Malta); and A recognised Master’s qualification at MQF Level 7 (subject to a minimum of 60 ECTS/ECVET credits (or equivalent for programmes commencing from October 2008), in LL.
D (Doctor of Laws) or Master of Advocacy from the University of Malta, or a comparable recognised legal qualification at National Qualification Framework Level 7 or higher, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC).
Be a fully qualified lawyer in possession of a warrant to practice law in Malta in terms of Article 79 of the Code of Organisation and Civil Procedure (Cap. 12 of the Laws of Malta);

A recognised Bachelor’s qualification at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits (or equivalent for programmes commencing from October 2003), in the field of Law from the University of Malta or a comparable recognised legal qualification at National Qualification Framework Level 6 or higher, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) Two (2) years of relevant work experience. The candidate must possess excellent drafting skills and the ability to draft documents in both the English and Maltese languages. Due consideration will be given to applicants who: Have experience in independently advising on corporate, administrative and regulatory legal matters, including legal issues arising from day-to-day operations of an organisation; Have familiarity with administrative law and public sector governance frameworks; Have a good understanding of the legislative processes of the European Union and an interest in energy and water legal frameworks. Furthermore, the applicant would be expected to:

Have the ability to manage multiple assignments and work effectively both independently as well as part of a multidisciplinary team;
Be flexible in work patterns and also working hours;
Have excellent communication skills;
Possesses an analytical mindset and good self-management skills;
Be highly meticulous and organised in their work;
Attend specialised training courses as directed by senior management;
Represent the Agency in meetings in Malta and abroad.

Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements. Additional eligibility requirements (upon application stage): Prospective applicants should note the requirement to produce MQRIC recognition statements in respect of their qualifications from the Malta Qualification Recognition Information Centre, or other designated authorities, as applicable at application stage. Applications submitted without the required MQRIC certificate (where applicable) will not be considered for shortlisting. Additionally, applicant must be: a) citizens of Malta; orb) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; orc) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; ord) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); ore) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”; orf) in possession of a residence document issued in terms of the “Residence Status of United Kingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”. The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identita` should be sought as necessary in the interpretation of the above provisions. The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Original certificates and/or testimonials are to be invariably produced for verification at the interview. 6.0 Selection procedure Eligible applicants will be assessed by management to determine their suitability for the position. 7.0 Salary The salary for the post of Professional Officer is Grade V of the Energy and Water Agency’s salary structure, which in year 2026 is €36,758 per annum, including allowances.
