We’re Hiring: Projects Procurement Specialist

Are you an experienced procurement and contracts professional with a strong background in technical procurement, construction, infrastructure, or large-scale engineering projects?

Our client is looking for a Projects Procurement Specialist to join their Technical Projects team in Luqa, Malta.

This is a senior-level opportunity for someone who can take ownership of complex procurement activities, negotiate high-value contracts, manage commercial and contractual risks, and work closely with suppliers, contractors, legal, finance, and project teams.

What you’ll be doing

Lead the development, negotiation and management of high-value contracts
Manage end-to-end procurement processes for technical goods, services and major construction projects
Develop procurement strategies focused on value, cost efficiency and lifecycle considerations
Lead supplier pre-qualification, tender evaluation and contract award processes
Manage contractual claims, variations, disputes and risk mitigation
Work with FIDIC, NEC, JCT and bespoke contract frameworks
Ensure compliance with EU public procurement requirements and applicable regulations
Conduct market analysis and supplier benchmarking
Lead commercial negotiations and build strong supplier relationships
Collaborate with project, procurement, finance and legal teams to deliver successful projects

What we’re looking for

Bachelor’s or Master’s degree in Quantity Surveying, Construction Law, Engineering, Business, Procurement, Supply Chain Management or a related field
10+ years of experience in contract management and technical procurement
Strong experience within construction, infrastructure or large-scale engineering projects
Excellent knowledge of FIDIC, NEC, JCT or similar contract frameworks
Experience with EU public procurement regulations
Strong background in contract negotiations, claims and dispute management
Excellent commercial, analytical and negotiation skills
Experience with ERP procurement systems such as SAP, Oracle, Microsoft NAV or similar
Excellent English communication skills

MRICS/FRICS, MCIPS or an LLM in Construction/Procurement Law would be considered an asset.
