JOB DESCRIPTION

Job Title: Communications and Marketing Officer
Grade: Officer

Remuneration and Benefits

The annual salary attached to this appointment for the year 2026
shall be €29,267 with increases of €1,613 in 2027, and €1,693 in
2028 and 2029 and annual increments of €447 inclusive of the
cost of living. This position is also entitled to a performance
bonus of up to 10% of the basic salary and an MFHEA allowance
of €1,500 annually. Statutory mid-year and end-of-year bonuses
are paid over and above this amount.

MAIN DUTIES & RESPONSIBILITIES

Key Responsibilities

Primary Responsibilities

1.1 Authority Officers will support Malta Further and Higher
Education Authority on all administrative processes at
the assigned Unit (though not exclusively), as well as
other areas as may be designated by the CEO from
time to time. Moreover, the officer may be assigned
the following areas of competence:
a) Funding Framework
b) Quality Assurance Framework
c) Student Affairs
d) International Affairs
e) Statistical Framework and Org. Knowledge
Management

1.2 Responsible for the development of assigned areas of
responsibility as delegated by the Authority and the
CEO from time to time.

1.3 Develops intellectual leadership in the designated area
of responsibility assigned by the CEO and superiors.

1.4 Develops the relevant capabilities within the Authority
to address the designated area.

1.5 Informs and advises superiors on designated areas.

1.6 Drafts reports on areas of competence and will review
policies from the perspective of the designated area/s.

1.7 Supports the CEO and superiors to deliver the
objectives specified in Clauses 65 and 66 of the
Education Act Cap 327.

1.8 Collaborates with all stakeholders on issues in the
related area of responsibility.

1.9 Sources, compiles and analyses the information
required to support the above functions.

1.10 Any other function that may be assigned by the CEO
and Management.

1.11 Moreover, the officer will support the management on
the following communications and marketing aspects:

• Media relations and social media strategies,

• Design/ editing software (e.g. Photoshop,
Canva) and content management systems
(WordPress, Hootsuite, Mailchimp),

• Photo and video editing,

• Event organisation, from concept to final
delivery.

Ancillary
Participates in and contributes to initiatives related to the
Authority.
Attends and participates in events both locally and abroad
as may be directed by the Authority.
Undertakes any other assignments that may be related or
conducive to the attainment of any of the above.
Supports Senior Management efficiently and effectively.
Ensures that all assigned tasks are retained in high
confidence.
Assists in other functions as may be required.

Internal Relations

Maintains a professional relationship with all MFHEA
employees.
Works in close consultation with and provides advice
to the Senior Management and any other MFHEA
employees.
Provides the necessary assistance and contributes to
the Authority’s overall efficiency and effectiveness.

External Relations

Represents and works in the best interest of the organisation

Minimum Qualifications and Experience Required

A Minimum of a Full and Recognised Level 6 Degree in communications and/ or
marketing and 3 years work experience in this field.
