The Malta Competition and Consumer Affairs Authority (MCCAA) invites applications for the post of Director General (Competition).

This appointment shall be made on the basis of an Agreement for a definite period of three (3) years and will be subject to a probationary period of twelve (12) months.

This post has been designated for the purposes of sub-article 5 of article 4 of the Public Administration Act and in terms of Directive 14, since it involves regulatory / inspectorate functions. The relevant conditions laid out in the Public Administration Act and Directive 14 apply.

The selected candidate is to report any known actual, potential, or apparent conflicts of interest prior to accepting an appointment, through the prescribed Declaration available at Appendix 1 to Directive 16.

Salary

The salary for the post of Director General (Competition) is in line with Grade 2 of the MCCAA’s Grading and Salary Structure, which in the year 2025* is €50,629 per annum. Appointees will also be entitled to the payment of an annual performance bonus of up to a maximum of 15% of their basic salary, subject to satisfactory performance; a payment of expense allowance of €5,500; a continuous professional development allowance up to €800 per annum; a payment of connectivity allowance of €1,800 and a payment of car allowance of €4,658.

It is to be noted that the salaries are currently being revised.

The result will be valid for a period of one (1) year from the date of publication.

Overall Purpose of Position

The Director General (Competition) shall:

Ensure that the responsibilities of the Office for Competition as provided for under the pertinent legislation are met;
Provide input into policy formulation and to ensure the effective implementation of adopted policies;
Assist the Chairperson in advising the Board of Governors on all matters pertaining to the Office for Competition;
Develop the necessary strategies for the delivery of the responsibilities of the Office for Competition; and
Meet key performance indicators and targets set up by the Authority.

Main Accountabilities and Responsibilities

The selected candidate will be expected to:

Investigate restrictive practices;
Examine and control concentrations between undertakings in terms of their effect on the structure of competition on the market;
Act as the national competition authority in Malta as designated by virtue of Article 35(1) of Council Regulation (EC) No 1/2003;
Keep under review markets and commercial activities relating to the supply of goods and services and to collect relevant information and evidence in line with the Competition Act;
Study markets and recommend action where required;
Encourage undertakings and associations of undertakings to comply with competition law and promote sound trading practices;
Provide advice to public authorities about the competition implications of proposals for legislation;
Provide advice to public authorities on the competition issues which may arise in the performance of their functions;
Provide advice on the competition constraints imposed either by legislation, policy or administrative practices;
Assist in the drawing up of the Authority’s business plan;
Participate in meetings organised by international agencies and organisations;
Provide advice to the Board on competition matters;
Submit an annual report on its work to the Board;
Generally, to exercise the powers conferred upon it under the MCCAA Act and under the Competition Act and any regulations made thereunder; and
Carry out effectively any other duties and responsibilities and undertake other assignments as reasonably directed by the Chairperson’s Office.

Job Requirements

By the closing time and date of this call for applications, applicants must:

Be citizens of one of the Member States of the European Union;
Fulfil the requirements set out in Article 13(2) of the Malta Competition and Consumer Affairs Act (Cap. 510 of the Laws of Malta), which states that “The Director General (Competition) shall be a person with professional qualifications, recognised competence, experience and specialisation in the domain of competition law and, or industrial organisation economics and, preferably, with knowledge of consumer matters.”;

For the purpose of this call for applications and in relation to the qualifications and experience referred to in the preceding paragraph, applicants must possess at least one of the following (in line with the Authority’s Recruitment Policy):

A recognised qualification at MQF Level 6 (minimum of 180 ECTS / ECVET credits, or equivalent*), together with at least seven (7) years of relevant professional experience, of which at least five (5) years must have been gained in a senior managerial capacity; or
A recognised qualification at MQF Level 7 (minimum of 90 ECTS / ECVET credits, or equivalent*), together with at least five (5) years of relevant professional experience, all of which must have been gained in a senior managerial capacity; and
Be in possession of a clean police conduct certificate, not older than six months from the date of this call for applications.
A recognised qualification comparable to 180 / 90 ECTS /ECVET credits, as applicable, is only accepted subject to an MQRIC formal recognition statement being submitted with the application.

Working Conditions

This is a non-hybrid position. Remote working is not available for this role, as regular on-site presence is an essential part of the position;
May be required to travel on official Authority purposes;
Abide by rules and regulations issued by MCCAA;
Consult with other members of the management team as may be required;
Expected to maintain oneself abreast of best practices relevant to the post and attend any training which may be provided; and
The nature of this position requires the employee to be physically present during office hours.
